Michigan’s Executive Budget for 2023 Includes Millions for Advanced, Clean Mobility

Today, the Michigan 2023 Executive Budget was released, including many provisions for clean, advanced mobility. The MI Clean Future Coalition put together a series of recommendations for state investment, including many of the items listed in the executive budget. We remain committed to ensuring that Michigan does not miss this opportunity to invest in clean mobility solutions that  signal our leadership in clean mobility, prioritize equity, and ensure maximum efficiency of federal Infrastructure Investment and Jobs Act (IIJA) funding. Proposed investments related to clean mobility include:

Economic and Workforce Development:

  • $500 million deposit into the Strategic Outreach and Reserve Fund that was created last year to win the General Motors investment in Lansing
  • $130 million for education and teaching grants to ensure Michigan has a trained workforce in electric mobility

Putting cleaner vehicles on the road:

  • $50 million for electric vehicle rebates, including a $2,000 point-of-sale rebate for the purchase of a new electric vehicle and a $500 rebate for at-home charging equipment
  • $10 million for electrifying state fleet vehicles
  • $4 million for converting a Lake Michigan Survey Vessel to a cleaner fuel source

Readying Michigan for Federal Infrastructure Funding and increasing leadership capacity at relevant state agencies:

  • $110 million to appropriate IIJA funding for EV charging stations
  • $25 million for the Mobility Futures Initiative to transition and grow the mobility workforce, provide mobility services including a “mobility wallet” program, and create Mobility Innovation Hubs
  • $5 million to support the newly appointed Michigan Infrastructure Office to coordinate and implement IIJA funding in Michigan

Together, these investments represent a commitment of $834 million. Clean Fuels Michigan has been working hard to ensure that Michigan meets this unique moment by investing in clean transportations solutions that not only provide cleaner air and water but create jobs and continue our legacy as the home of automotive innovation.

Notably missing from the proposed budget are investments in alternative fuel or electric school and transit buses, but we will continue advocating for these in budget supplementals. We look forward to continuing to support these important investments as the budget process moves forward.
